WITH reference to my despatch No. 22 of the 12th January last, I have the
Peking, December 27, 1910. honour to forward herewith a translation of the report by the Board of Communica- tions, reviewing the work accomplished by them during the first six months of this
year.
As was the case with the last report published, the Board of Communications adopt an optimistic tone throughout which is not entirely justified by the actual
facts.
It is generally believed that, as was foreshadowed in Mr. Max Müller's despatch No. 400 of the 5th November last, an arrangement has practically been concluded whereby the control of the postal service is shortly to be handed over to the Board of Communications, but the attempt to remove the Marine department from the Imperial Maritime Customs has been successfully resisted.
